Drug Usage by Stay at Home Mothers

I live in a community where the drug presence did not become out of control until recently. Just wanted to get opinions on some questions. There is a woman in particular that lives near me who is a drug addict and has a daughter that goes to school with my daughter. She believes she is a good mother and thinksshe is setting a good example for her daughter. What do you think?

    Is drug usage by stay-at-home mothers acceptable?

    Is the usage of drugs by stay at home mothers when their children are not around acceptable?

    Should the mother be punished because she is too high to get her child off to school on a regular basis?
