legolas is over 500 years old, Peter Jackson gave legolas an age of over 2,000 and aragorn is 87, there is one clue that you looked over elves are IMMORTAL! so of course legolas is going to look young because elves don't age physically until they hit their adult age which is around 20 then they look that age throughout their immortal life.
