Should I ask him out?

Hey so heres the story: I was new to the school and he was kind, smart and he was also new and we had to sit next to each other in every class we hung out for about 3 weeks and then he got a big group of friends and I got the same group but with the girls. I asked him out once and it was because my friends forced me to and he new that so he said no. But ever science then he has been hanging around me alot and he has been really embaresed to talk to me.
