But I don't think the one in Tucson is enforced. I live not too far from there, and have visited loads of times, and there are plenty of women around in jeans. So even if that does exist as a law, it's not enforced...
I wouldn't trust those too much, to begin with. I checked the site where you got that info, and the article got that information from a junk site! The site (totallyuselessknowledge.com) is run by a single person who just posts the stuff that people email her, or something funny that she finds online. So half or more of the stuff on the site could be lies, and there is no evidence of verification by the article writers. So it's quite possible they're up in arms over women's rights in the past for
no reason!
