Yes, this will keep the papers from getting wet, and facilitate the recycling process.
No. Just put them in the bin lose. All paper and plastic need to be easily separable.

Can you recycle "clamshell" containers through DC's curbside recycling?
Of course!
You can recycle clamshell containers, but not pizza boxes or styro.
No. Pizza boxes; deli and salad bar containers; paper cartons; Styro boxes, and the clear, clamshell type containers that hold strawberries and cherry tomatoes are NOT recyclable through DC residential curbside recycling.
