Do I have a right to be pissed?

Ok so my parents are out of town and my sister decided to have a party with her friends. She "Borrowed" $33 of my money to buy liquor and promiced to pay me back and to clean the house. Now she's not home and but said she'd be home at 3:00 and to have my money and some other cough cough stuff she promiced me. That was two hours ago, the house is trashed and smells like cigerettes and there are no clean dishes. So should I be pissed?
