What Year Did Canada's Central Bank Begin Operations?

Canada never had a major bank failure during the Great Depression even though Canada didn't have a central bank until well into the 1930s. The last major failure was the Home Bank, which folded in 1923 due to fraud. The survivial of Canada's banks in the crisis of '08 was ascribed to tighter regulations, but banking history of the 1930s suggests there's another element at work.
