Technically a vegetable is that part of the plant which can grow into a new plant without the help of seeds. In that sense even bitter gourd, courgettes, ridge gourds are all fruits(since they bear seeds). But in the culinary sense, fruits are the sweet part of the plant and veggies are naturally the bitter/sour part (even if technically they are fruits). So if you are asking whether the flower is a fruit or veggie in the "cookery" sense, then it depends on whether what you ate was main course
