He wants to ease into dating.
It's actually really smart of him to tell you that.
Since you guys are best friends, and he does like you, you have nothing to worry about.
Just ease into the things couples do, and you guys will be fine.

He may wish for you both to not be jumpy and clingy and tell your friends about it. Plus he may wish for you both to be cautious and aware of each others non verbal but body signals. Like he may not want to kiss right away. Or maybe he would. Maybe he'd prefer doing so in private. I am definitely not an expert in this but I hope my advice can help
