She might not want a BIG reletionship yet. She may just want friends and BFFs other than the hassle to turn down other friends for a lover. If you're close to her, keep the friendship building until you're besties or if she's not intrested move on. If you're not close to her at all then just move on or try and make a friendship with her :3 hope it helps

Depends on the girl. I've never used that sentence, but other girls I knew back on high school would say it when what they really meant that they're not interested, or that the guy in question is not what she's looking for. (Even though, it's usually that guy who's the best for her..)

She isn't ready for a relationship right now, maybe because she just broke up with someone or because she has her eye on someone else.She might not be ready to commit herself to a boyfriend because she doesn't think shes ready. hope this helps.
