Okay I want some opinions if a friend says something about cutting or something and another friend doesn't want then to is it right at all to say "if you do I do" to get them to change their mind?
No. I kind of agree with WontCatchYouAndMe. Don't do it. Some people really struggle with self harm. Some people actually have trouble stopping. I think that it's best if you tell a teacher or someone. Your friend will hate you for a little bit of time, but if you really care, then just do the thing that will help your friend the most. Tell someone.

Are you willing to hold up to it if this friend says okay?

I don't think that's the best way to help. Mostly because it could very easily be taken in a million wrong directions.

If someone says something and someone else doesn't... it means they have their own opinions. And that's normal.

No, that's emotional blackmail and a form of abuse that often appears in emotionally-destructive relationships.
